Steps on How a Bill Becomes a Law!
Step 1- Bill is introduced
A Representative writes a bill, finds someone to sponsor this bill then the clerk reads the bill to all of the Representatives.
Step 2- Bill goes to committee
After the bill has been read aloud, the Speaker of the House sends the bill to House committees. The committee members look over the bill before voting on whether is should be sent back to the House floor.
Step 3- Bill is reported
If the bill reaches this point, the committee has approved it. The bill is then sent to the House floor, now it is ready to be debated on.
Step 4- Bill is debated
Here, the House of Representatives talk about if it would be a good law to pass or not and what changes should be made to this bill to make it better.
Step 5- Bill is voted on
There has to be a quorum (majority) in place for the voting to begin. If the majority of the Representatives vote yes, then the bill has been passed to the House of Representatives- now, the bill goes to senate.
Step 6- Bill goes to senate
The Senators vote by voice, saying “yea” or “nay” on whether or not it should be passed. If the senators decide to pass it, it heads on to the President.
Step 7- Bill is sent to the President
The President can do three things when the bill reaches him-
1) Sign the bill- the bill is now a law
2) Not sign the bill, after 10 days it becomes a law and if Congress isn’t in session, the bill
doesn’t become a law.
3) Veto the bill, send back or congress could override it with a 2/3 vote.
Step 8- Bill is a law!
Registered in the National Archives and law is enforced by the government.
